  • WE MOBILIZED

    Security Laws:

    Without any mandate, Romania’s secret service nonetheless tried to push through a set of bills that would have taken the country back to the old era of “Securitate”. We protested at the Government to demand the withdrawal of these bills and a serious public debate. At the time of writing the set of bills has not advanced into the legislative procedure.

    National parks:

    We are determined to stop the destruction of national parks. We went to the home county of the Minister of the Environment, to tell those who voted for him that their minister was betraying them for refusing to put national parks under strict protection. Thousands of people from Harghita and Covasna counties joined our Caravan of Shame on the streets, online, or via TV.

    Protest at Romania’s Constitutional Court (CCR):

    We protested at the CCR against a bill allowing hydropower plants in protected areas after a vote in parliament endorsed it. We were able to convince the court’s judges that the MPs are on the side of those who profit from the destruction of rivers. However, via a backdoor, the hydropower lobby pushed for two additional bills favoring the destruction of waterways. This time round the MPs insisted.

    Nosocomial infections:

    Romania’s minister for health Alexandru Rafila suffers from a serious disease: He ignores all reporting on hospital infections. To cure him, we protested at the Ministry of Health, with a huge medicament pill, which we symbolically named "Raportin Forte" and chanted "Rafila, don't forget your pill!". We continue to request a digital system for transparent reporting of hospital infections.

    The minimum wage is tiny:

    We beat the drum at the Ministry of Labor so that minister Budai would understand that the current minimum wage is not a wage but something minimal. We requested to adjust the minimum wage to the cost of living so that workers could live decently.

    The “10th August” file:

    We were able to reopen the “10th August” file into police violence, and the prosecutors indicted 24 gendarmes. We marked the moment in Piața Victoriei. The Declic truck carried the message: "AUGUST 10: we don't forget, and we don't forgive!" We also brought the famous pink elephant to the protest, which we symbolically shrouded in fumes of gas, just as thousands of peaceful citizens were attacked with tear gas by gendarme forces in 2018.

    Air quality:

    We took the popular Declic lungs billboard to the city of Ploiești. This billboard displays a pair of lungs in 3D. They imitate human breathing and record air quality. Ploiești is one of the most polluted cities in the country. Many residents joined the Declic action.

    Migratory birds:

    A bill written by pro-hunting MPs proposed the unlimited shooting of migratory birds. When Romania's Constitutional Court debated an appeal on the bill's unconstitutionality, we made sure to be present. We demanded that the bill be declared unconstitutional, and we filed dozens of objections. However, the judges ruled in favor of hunters and against nature.

    Hot meals in schools:

    Pupils in Romania lack hot food for lunch. In early 2022 only 150 schools served a hot lunch to their pupils. We protested at the Ministry of Education and demanded the ‘hot Lunch’ program become national. Currently, 300 schools entered the program. But we won’t stop here!

    They wanted to shut us up:

    Declic was the target of a boycott. Commercial companies owning street advertising spaces refused to rent billboard spaces to us. This is because our messages, aimed at politicians, are direct, genuine, and have a large impact. This is why, with the help of member donations, we purchased a mobile advertising truck, which we now use to take our community's messages literally everywhere.

    No politics in hospitals:

    We protested because Nelu Tătaru, the president of the Health Commission of the parliament's lower chamber, is delaying the vote on a bill that ensures no political meddling when it comes to hospitals. Our mobile billboard truck drove around the Parliament building displaying a veritably sour message for Nelu Tătaru.

    In the end, Dragnea won:

    In the main hall of Romania’s parliament, we rolled out a 100-meter-long carpet carrying 143,000 signatures in support of our “All for Justice” campaign. However, instead of honoring the signatures, deputies from the PNL-PSD-UDMR ruling coalition trampled on the will of the citizens and voted in new Justice laws, which are as toxic as the one proposed during the Dragnea era.

    Electricity bills: they are far too high:

    In February 2022, we cut up energy bills at the Ministry of Energy and called for more investments in solar and wind energy. Dozens of Declic members joined us, along with representatives from other environmental NGOs. We took with us more than 50,000 signatures supporting a petition to "Cut energy bills through green investments!"

    BMW Police auction: We wrote to the European Public Prosecutor

    Romania’s traffic police wanted new BMWs paid for with EU money. To achieve their goal, they made specifications that fit only a certain car. The auction was won by Automobile Bavaria, a company owned by a friend of the president of Romania.

    We asked the European Public Prosecutor to investigate and received a response that Declic's request is in the works.

    The CCR brotherhood

    This year, the mandates of 3 judges from Romania’s Constitutional Court expired. We requested the MPs in charge of the new appointments to only propose people that are apolitical, competent, and honest. We wrote them hundreds of messages via Facebook and published an ad in the popular daily Libertatea which was signed by 58,500 Declic members. We didn't want CCR appointments to be made behind closed doors, like in a hidden brotherhood, but in a transparent manner.

    Betting advertisement

    50,000 people requested a ban on gambling and sports betting advertising. If we would gather this support, we would fill 3 stadiums like the one in Giulesti, Bucharest, which ironically is named after a betting house. Gambling has been talked about on the radio, online, and even on Twitch. A bill has been submitted to Parliament to ban gambling advertising. We’ll keep the pressure up until we see the law in place.

    Green areas

    We continued the campaign to save urban green spaces from the real estate mafia and tree-killing sanitation. We wrote hundreds of emails to the MPs to support a green proposal and pointed the finger at those who were blocking the law, in a video clip seen by hundreds of thousands of people. We are now fighting for a final vote in early 2023.

    Early detection of breast cancer

    Every 3 hours, a woman dies in Romania due to cancer diagnosed too late. We launched a petition for a national program investigating the real cancer numbers. Over 19,000 Declic members signed in just a few days. The media noticed Declic's approach and challenged the Minister of Health. And minister Rafila let it slip: a successful screening process would show just how many cancer cases we really have.

    Ceausescu’s damn(ed) mega projects

    We turned to lawyers for arguments against a law permitting the construction of abandoned hydroelectric plants that date from communist times in protected areas. We put the arguments in an Amicus Curiae message, which more than 6,000 of Declic's members sent to the constitutional judges. Our approach did not go unnoticed. CCR declared the law permitting old and useless hydro-technical projects unconstitutional.

    Whistleblowing

    Hundreds of Declic members wrote to the Romanian President not to endorse a bill that would have silenced whistleblowers. President Iohannis listened and sent the bill back to Parliament. But the assault on whistleblowers by corrupt politicians continues.

    The big amnesty

    We published an opinion piece in the popular daily Libertatea about how serious we are about a planned big amnesty. A big amnesty means that criminals ranging from corrupt politicians to highway robbers would get freed because MPs didn't amend the Penal Code. Thanks to our opinion piece, ten of thousands of citizens found out about the big amnesty.

    Special Section

    Just prior to the formal abolition of the Special Section, we participated in a debate with the Minister of Justice, Cătălin Predoiu. We then reminded him that thousands of Declic members had written and requested the abolition of this inefficient section. The department has been abolished; however other smaller, equally ineffective departments appeared in its place.

    Romania’s no. 1 plagiarist

    Prime Minister Nicolae Ciucă did his best to block the verification of his doctoral thesis. That's why we filed a criminal complaint with DIICOT. We wanted to find out if the file asking to verify the PM’s thesis was held by a certain judge who is a friend of the prime minister's party, as this would be in violation of the law. This judge dismissed the plagiarism complaints and retired soon after we submitted our complaint to DIICOT.

    We submitted a new plagiarism report to Romania’s CNATDCU. The council refused the referral, citing an ongoing investigation. In the meantime, we learned that DIICOT had forwarded our complaint to the General Prosecutor's Office.

    Report on private pension funds

    32% of private pension funds are invested in the fossil energy industry (coal, gas, oil), through shares on the stock market. Your money, which goes into this fund every month, is invested to finance the climate crisis. These alarming facts about private pension funds can be found in an analysis made by Andrei Ilaș, energy expert and founding member of the Energy Cooperative.

    The anti-rape law

    We continued to put pressure on MPs to convince them that we need a law that effectively protects children against rapists. Declic members from all over the country went to visit, months in a row, their MPs asking them to support the bill. We focused on the debates of the parliament’s Legal Commission. In the end, people pressure worked: we obtained an amendment that states that any sexual act by an adult with a minor under the age of 16 is charged as rape.

    Sex Education

    Thousands of citizens requested MPs a law for sex education in schools, so as to stop the trend of our country’s having the most underage mothers in the EU. Politicians listened only to the conservative voices, which opposed it. Without sex education, children are vulnerable to sexual predators. Therefore, more than 100,000 citizens requested specialized investigators for the cases involving sexually abused minors.

    The minimum wage

    We used Google Displays technology, which allows us to display banners on the pages of news outlets controlled by the PSD and PNL political parties. This is how we opened the eyes of the readers of these websites, especially since many of them are employed on the minimum wage and do not know exactly what is being prepared for them by those they voted for.

    Process for lower energy bills

    We commissioned a report from energy experts on the role of solar and wind energy in our country. We will use their expertise in a trial case where citizens demand their government to increase investments in solar and wind power.

    Special pensions

    Thanks to the donations of 1,401 Declic members, we installed 2 billboards in the Prahova valley each showing the amount of the Prime Minister's special pension - 43,000 euros and we added our message reading "Cut the special pensions!" But instead of taking down the special pensions system, the politicians took down our billboards. The PNL mayors of Azuga and Predeal accused us of slander, although the special pension is mentioned by their boss, Nicolae Ciucă, in his own wealth statement. Their plan didn't succeed. Thousands of citizens shared the image, and our message went viral.

    Vote at 16

    The Association of Students from Constanța approached Declic for support in their campaign asking that 16-year-olds should be given voting rights for local and EU elections. This is already the case in several EU countries. We launched the petition and dozens of other NGOs joined in.

    WE HELPED UKRAINE

    We transported 3 trucks of medicine, first aid equipment, and food

    Right after the war in Ukraine began, the Declic Community mobilized. We raised €160.000 which got transformed into food, electricity generators, and first aid products. We made two shipments across the border. In total, three trucks with supplies arrived at the Longo Maï cooperative.

    We equipped a refugee center

    We supported the transformation of a school in the town of Nîjnie Selîșce into a housing center for refugees. 25 people now have decent living conditions after being forced to leave their homes in western Ukraine.

    We stood by Ukraine and Moldova to receive the status of EU candidate countries.

    In order to be as visible as possible in the eyes of European leaders, we published an ad with a message of support for Moldova and Ukraine to be granted EU candidate countries in the prestigious international newspaper POLITICO, Brussels edition.

    We donated to transport Ukrainian refugees

    We helped refugees stuck in big cities such as Palanca and throughout the Republic of Moldova to reach Romania. All in all, over 2,500 people benefited from this action carried out by Funky Citizens, Mai Bine, and Declic.

    We bought a minibus for evacuating people from critical areas

    We bought a minibus for a network of brave drivers willing to risk their lives to evacuate women, children, and elderly people stuck in the cellars and shelters of the occupied zones. The minibus also brought medicine and food donated by Declic members to the cities of Kyiv and Zaporizhzhia.

    We purchased essential medicines for elderly people and epilepsy medicines at much lower prices than those available in Ukraine

    In partnership with the Regional Neurological Clinic in Ujhorod, Tiachiv Raion Hospice in Teresva, and the Krokus Association for Children with Special Needs in Colomeea, we delivered medicine to the communities of Transcarpathia with the help of Shaun Williams. In total, the donations helped more than 300 patients over a 10-month period.

    We demanded protection for Ukrainian refugees who came to Romania

    We asked state institutions to coordinate the support provided by citizens and to centralize all the accommodations provided to refugees. On March 12, 2022, the Government of Romania launched, in partnership with Code4Romania, the official platforms "A roof" and "Emergency support", through which they help refugees via support offered by Romanian citizens.

    Ana:

    While we were waiting in cold weather at the entrance of the Government, one of the participants asked a question. Maybe it was more to himself.

    “Where is the political opposition, now that the right and the left have made an alliance? During my time, the opposition was in jail, at Poarta Albă.”

    There is a lot of determination in this person, who has been disappointed in the past, but continues to be an active citizen.

    Antoniu:

    Even though my daughter is only 2 and a half years old, we go to the forest a lot. One day, she reached for a tree and said she cares for it. I am now more motivated than ever to continue Declic’s campaigns in which we demand the strict protection of the most valuable forests in Romania.

    If I were to give up, I would move abroad. I can't imagine doing that. I believe in a better Romania and in the power of a united community, such as the Declic community.

    When I realized that the local authorities from the PNL party ordered the removal of the Declic billboards showing the prime minister’s special pension payment, I realized that I have to continue mobilizing our community more determined than ever. I am happy to disturb politicians, especially alongside Declic members.

    I was most motivated when I realized the great societal impact we have. Declic’s victories have this effect on me, they give me the energy to push forward. Every time we manage to save a little corner of nature from destruction, I realize that our efforts are not in vain.

    In general, it is not in my nature to give up. Maybe comments and attacks disarm me from time to time and they have been frequent in the last year. We disturb many, especially those who want to destroy our rivers and those who abuse minors. When I realized the success of our campaigns and when Declic’s members supported my work, I decided to always keep my head up and search for solutions to keep moving forward.

    From the Roșia Montană campaign and from Declic I learned that results come with hard work and patience. And that we should not trust authorities. So “keep calm and continue to disturb”.

    I moved abroad for two years, convinced that things will be better. I could have adapted, but I felt so homesick I had to come back and change the things that didn't make me happy. I feel motivated by the people around me and by my son, who is now 5 years old and will have a better life once he reaches my age. That is what makes me push my own limits.

    Paradoxically, I found the war energizing. Not the violence, but the selfless mobilization of my fellow citizens. I realized, once more, that the authorities were not capable of handling a real crisis. On the other hand, we, the society, are ready. When things become serious, we do not wait around for others to step in and fix our issues.

    I was in Victory Square on August 10th, 2018. Months later, I was still haunted by the anger felt then and the fear of feeling powerless. Feelings that I saw growing around me. All these faded away once the Declic Community, alongside Ioan Crăciuneanu, managed to reopen, in court, the investigation covered up by judges and prosecutors.

    I had the opportunity to leave Romania, and, at the last minute, I changed my mind. I bought the ticket, booked my accommodation, and found a job. And still, I did not want to take the step. I did not want to leave behind everything I knew and start from scratch. And I am glad I didn’t. I have hope for our country and for what we can do together. The Declic Community taught me that in numbers lies power.

    This year, I met Barack Obama, USA’s former president. He asked me why I don’t go into politics. After all, he was an activist who took this step and it didn't turn out bad for him. I told him that politics needs activists as much as a sick person needs medicine. A healthy democracy can only be built with a strong civil society.

    Most of Declic's budget comes from donations received by our members. In 2022 we received donations in the total amount of 3,207,685.59 RON. An average donation was approximately 36 lei. Member donations, whether large or small, represent the engine of our organization.

     Declic also received grants from the following foundations: Sigrid Rausing Trust, Environmental Investigation Agency, Campact e.v., Uplift, and Active Citizens Fund Program in Romania.
